About Us
The Las Virgenes - Triunfo Joint Powers Authority (JPA) was established in 1964 between the Las Virgenes Municipal Water District and the Triunfo Sanitation District (now Triunfo Water and
Sanitation District) to treat wastewater within the Malibu Creek watershed.
The JPA owns and operates the nationally recognized Tapia Water Reclamation Facility, the Rancho Las Virgenes Composting Facility, the Pure Water Demonstration Facility, and the forthcoming Pure Water advanced water treatment facility.
Together, the JPA serves communities across Southern California including parts of Los Angeles and Ventura counties.
The JPA Board is scheduled to meet at 5 p.m. on the first Monday of each month.

History
In 1964, Las Virgenes Municipal Water District and Triunfo Water and Sanitation Districts launched a collective effort to manage water resources in the Simi Valley/Malibu/Thousand Oaks area. Since then, the Las Virgenes – Triunfo Joint Powers Authority (JPA) has managed water and wastewater within the Malibu Creek watershed.
The JPA owns and operates the Tapia Water Reclamation Facility (Tapia). Tapia began operating at 0.5 million gallons per day in 1965. In 1972, the district began the practice of applying recycled water from Tapia to local landscapes. Accelerated growth in the late 1980s and 1990s lead to a capacity increase for the Tapia facility. Today the Tapia facility has the capacity to treat 16 million gallons of water a day. In 1994, the JPA began operations at the Rancho Las Virgenes Composting Facility which transforms biosolids extracted from wastewater into market-ready soil amendment.
